Public Hearing and Council Deliberations

On January 11, a public hearing on the Roseville Reconstruction Project took place before the City Council. The hearing was continued to January 25. At the City Council meeting of January 25 the hearing was reopened but a vote on approval could not be taken because two Council members were absent. The matter will be taken up again on February 8. Minutes of the January 25 Council meeting will be published after they have been approved on February 8.

FH Council Approves Feasibility Study

On December 14, the Falcon Heights City Council voted to accept the report of the Roselawn Reconstruction Project feasibility study carried out by Roseville (which provides engineering services to Falcon Heights).

PROPOSED RECONSTRUCTION PROJECT

Roselawn Avenue between Snelling and Hamline Avenue is a County Road that was turned over to Falcon Heights and Roseville in 2004. The current street is in very poor condition. As a result we are preparing plans to reconstruct this segment of the road in 2006.

Since the street is a shared facility. our two Cities are working together to reconstruct the street under one project.

The Roseville Engineering Department will put together the project plans and specifications with the assistance of Falcon Heights staff.

HOW DOES A ROADWAY PROJECT GET APPROVED?

This project is in its preliminary planning stages. City staff is working on the proposed plans and meets with the neighborhood twice to discuss the proposed project. This is our third meeting.

We will have one final informal information meeting on November 16 at 6:30 p.m. at Falcon Heights Elementary School, 1393 Garden Avenue, Falcon Heights. (THIS IS A LOCATION CHANGE! THE LOCATION GIVEN ON THE MAILED NOTICE - CITY HALL - IS NOT CORRECT.)

At that meeting, staff will present the feasibility report information for this project. This includes information such as the estimated project costs, assessment rates, and proposed project design. This report will be formally presented to the City Councils in December with Public Hearings being held in January 2006.

All owners of property affected by the construction will receive a formal mailed notice of the Public hearing.

WHAT WILL THE PROPOSED NEW STREET LOOK LIKE?

Existing Roselawn Avenue is a 32 foot wide road with gravel shoulders that vary in width between 2 to 4 feet. Drainage is handled by a rural ditch system with some catch basins in yards.

Due to the volume of traffic on Roselawn (3600 Vehicles / day) Staff is recommending that the reconstructed street be 34 feet wide. It would have an asphalt surface with a six inch (6") high, straight-face concrete curb and gutter installed at the same time. This street would have one lane of traffic in each direction with on street parking permitted along the North side of the street.

The proposed street width and alignment is consistent with Roselawn west of Snelling as well as the road east of Hamline. A right turn lane is being proposed for the Hamline intersection. A turn lane will be added at Snelling Ave as well to help with intersection operation.

It is critical for traffic and pedestrian safety at these intersections that the proposed reconstructed street match into the overall existing street alignment. Roselawn between Cleveland and Snelling is 34 feet wide.

WILL THERE BE SIDEWALK?

There is a sidewalk proposed along the south side of the road. The sidewalk would be 8 feet wide and made of concrete. All maintenance; including snow removal would be taken care of by the City of Falcon Heights.

The sidewalk will be attached (immediately adjacent to the curb), not detached (with a boulevard strip between sidewalk and street). Some project maps and concept drawings may show the sidewalk as detached. This is not correct.

WHAT ABOUT RUNOFF?

All upgraded streets are served by storm drainage facilities. These will be installed as part of the street reconstruction project. Every reasonable effort will be made to direct runoff from roofs, driveways and yards into the street storm sewer system. If it is not possible due to elevation, we will explore other solutions.

WHAT WILL HAPPEN TO MY DRIVEWAY AND SOD?

The new street will be constructed to match the elevation of existing driveways as closely as possible. It will be necessary, however, to replace the end of your driveway to ensure a smooth transition to the street. This replacement will be in gravel, asphalt or concrete depending or, what material existed prior to construction.

Similarly, in order to match the new curb and gutter to your yard, sod will be replaced adjacent to the street. There is no additional charge for these replacements.

WILL TREES OR SHRUBS BE REMOVED?

Some trees will be affected. If it is necessary to remove a tree or shrub, the City will work with the property owner on its replacement. We will be able to show these impacts during the 10/22 walk thru meeting.

If you have perennials or bulbs in the boulevard, please remove them prior to construction. The same is true of sprinkler systems. This will not be necessary until right before construction begins.
