Door-to-Door Solicitation

It is unlawful for sales people or solicitors to enter any private premises (home or business) when the premises are posted with a sign stating "No Solicitation Allowed" or "No Peddlars Allowed" or other words to that effect.

Salespeople and organizations that go door to door in Falcon Heights are required to get a permit or charitable registration certificate from City Hall.

Anyone selling goods or services door-to-door is required to obtain and pay for a license from the city. Personal identification is required at the time of licence application. Application forms and permits can be obtained during regular business hours.

There is no exception in the City Code for tree trimmers, roofers or driveway resurfacing companies who “just happen to be in the neighborhood.” They must get a permit, like any other solicitor or peddlar. See this Consumer Alert.

Sales people and solicitors acting on behalf of any religious organization or any non-profit corporation registered with the State of Minnesota are required to provide personal identification and obtain a charitable registration certificate from the City.

Permit or certificate applicants must provide to the City the name and driver's license number of every individual who will be calling in the community, as well as other required information.

Each individual solicitor must carry a copy of the permit or registration certificate and a valid ID at all times or have it in their vehicle.

If someone calls uninvited at your home to sell something or to solicit business, donations or information, do ask to see their permit.

If the solicitor does not have a permit, or if you see someone going door to door and want to find out if they have a permit, call City Hall (during business hours) or the St. Anthony Police through Ramsey County Dispatch, 651-484-3366 (outside of City Hall business hours). Report the location of the solicitor and give a description.

Copies of all license application and charitable registration certificate information are provided to the St. Anthony Police Department to keep them informed about any solicitation activities within the City.

You do not have to open your door to a solicitor or listen to their presentation. If you do open your door, you can say a polite “no, thank you” at any point and close your door.

It is strongly recommended that you never invite a solicitor into your home.
