About Residential Parking Permits

Several neighborhoods in Falcon Heights have permit parking zones. In a permit parking zone, public parking is limited to 2 hours, unless a permit is displayed in the car. These neighborhoods are places where there is such a high demand for street parking that residents are often unable to find places to park their own cars. Falcon Heights permit parking zones are near the University of Minnesota campus.

Permits are available to residents whose street frontage is in the permit parking zone. Those residents can buy annual permits for their own cars. They can also apply for temporary permits for visitors. Temporary permits are also available for construction vehicles and construction dumpsters anywhere in the City.

All residential permits expire at the end of the calendar year, regardless of when they were applied for. All residents who qualify for a permit must reapply in January.

What does a parking permit let you do?

  • A permit lets you park on the street for more than two hours, if you are a resident in the permit zone, and if the car is registered at your address.
  • It does not allow you to
    • park on the street more than 48 hours without moving the car
    • park on the street during a snow emergency
  • It is good for the assigned vehicle only. You may not use it on another vehicle.
  • Parking is subject to availability during the posted specified times.
    A permit does not
    • provide a reserved, designated parking space
    • guarantee the availability of a parking space

Eligibility

  • You are eligible to apply for a residential parking permit if you live at an address on a street designated for permit parking.
  • The permit must be assigned to a specific vehicle and is valid on that vehicle only. It may not be used on any other vehicle. For additional vehicles registered at that address, you must purchase additional permits.
  • The permit is non-transferable. If you move into a house with permit parking, you must apply for your own permit. You cannot use the previous resident's permit.

How to Get a Permit

Annual non-transferable permits may be purchased from city hall either over the telephone or in person during business hours, 8:00 a.m. to 4:30 p.m. weekdays. Permits expire on December 31 of each year regardless of when they were purchased. The applicant must provide the license number of the vehicle which will have the permit. The license number will be checked for registration to that address.

We do not yet have a way for permits to be purchased on-line. We hope to add this function in the future.

The permit must be permanently placed in the lower left side of the driver side window of the permitted vehicle.

Temporary Parking Permits

Temporary parking permits are available for:

  • Guests of residences in parmit zones. Fee: $1.00 per car. Good for up to 3 weeks.
  • One-time, one-day special events where many guests are expected. Fee: $5.00. Good for one day.
  • Construction vehicles that must remain on the street more than 90 minutes. Fee: $1.00. Good for up to 3 weeks.
  • Construction dumpsters that must remain on the street more than 48 hours. Fee: $1.00. Good for one week.

Apply in person at City Hall or by phone at 651-644-5050 during business hours, 8:00 a.m. to 4:30 p.m., Monday through Friday.

How Does a Street Become a Permit Parking Zone?

This process must be initiated by residents, not the City.

  1. Proposed permit zone must meet requirements (See Parking Policy)
  2. Petition signed by 75% of residents in affected area, plus non-refundable fee paid.
  3. Staff review
  4. Planning Commission review and recommendation
  5. City Council decision
