A Visitor's Story
“You can feel safe shopping at Falcon Heights Farmers Market!
“On Tuesday, September 28, 2004, I was shopping at the farmers market in Falcon Heights and lost my purse — my driver's license, credit cards, check book and everything in it...
“I had heard countless stories about identity theft, and now I left my purse in a marketplace somewhere!
“To my astonishment there was a message on my answering machine by the time I got home from Peter Yang. I called him back and it turned out that I had left my purse on his mother's stand earlier that morning and we started making an arrangement for me to get the purse back.
“Needless to say, nothing was missing from my purse nor did they accept any award for returning it.
“By sharing this uplifting experience, I would like to express how grateful I am to Mrs. Yang and her son Peter and how much their honesty is appreciated.”

Background

For years the St. Paul Farmer's Market held a popular market on summer Tuesday mornings at the Har Mar mall in Roseville. Changes at Har Mar prompted the Market to seek a new location. In 2002, Twin City Co-op approached the St. Paul Farmer's Market to offer their north parking lot as a possible site for the market, in the interest of providing a new amenity in the community of Falcon Heights.
Several neighborhood meetings were held, and a new ordinance was proposed amending the City Code to allow the market to relocate to the new site. In February, 2003, the City Council approved the new ordinance after a public hearing and the recommendation of the Planning Commission.
The Market is permitted to exist by an Interim Use Permit, which places conditions on the operation of the Market, including the opportunity for the City and the credit union to re-examine the situation after the first year and decide whether or not to continue. Many of the conditions in the interim use permit were made in response to concerns expressed by neighbors.
On February 26, the City Council approved the Interim Use Permit. The Permit is in force for one year, unless terminated for failure to meet the conditions in the permit or if the city code is changed to drop this type of use. The Farmer's Market will open in the spring of 2003!
Update, April, 2005:
Following a second successful season in 2004, the Farmer's Market and host property owner Twin City Co-op applied for an extension of the market season to the beginning of May and an extension of hours to begin at 7:30 a.m. Many residents requested an earlier opening time so they could shop on their way to work. A May opening give residents an opportunity to shop for perennials and bedding plants earlier in the season. The Council granted the extension in a new Interim Use Permit for 2005. The new permit also allows the market to continue without an annual reapplication as long as the Co-op continues to be the host, and as long as all the conditions are met.
